There's a lot of debates about outsourcing nowadays - especially in the USA. Since in the beginning most of the outsourcing was represented by opening calls centers in India, people would find it naturally to imply that outsourcing a job implies offshoring. However there is a big difference beteween the two concepts. While you could always outsource a job somewhere in your country or even your city, offshoring implies that the outsourcer is located abroad.
