I actually briefly touched upon this discussion a couple of days ago -- my take is that the responsibility for the content should be upon the content creator's shoulders while the  comments are not binding any liability. It looks like (in the US) if moderrating the comments though, the website/blog owner should be liable, as being a content pusher. I'd be curious to learn some more on this.
